Training of Judges in Uzbekistan on Economic, Social, and Cultural Rights

On December 22, 2021, Markus Schefer participated in a training session for judges in Uzbekistan as a speaker. He outlined the main obligations States parties to the CRPD assume with ratification. He specifically explained the role of the courts in the implementation of the CRPD and its relationship with domestic law. In addition, he put an emphasis on the obligation to progressively realize economic, social and cultural rights. He then discussed these issues with the participants in a lively Q&A session.  The training session was organized by the International Commission of Jurists (ICJ), The OHCHR Regional Office in Central Asia (OHCHR ROCA) and the Supreme School of Judges under the Supreme Judiciary Council of the Republic of Uzbekistan (SSJ).

Presentation at the NGO Dialogue "Liechtenstein and the U. N. Convention on the Rights of Persons with Disabilities".

On June 15, 2021, Markus Schefer gave a presentation, followed by a discussion, at a conference organized by the Foreign Office of the Principality of Liechtenstein. The conference was held a part of the preparations for the ratification of the CRPD by Liechtenstein. The participants were mainly DPOs and service providers, complemented by representatives of various government entities. The presentation focused primarily on the effects of the ratification on civil society organizations.

Testimony in the Houses of the Oireachtas, Joint Committee on Disability Matters, Ireland

On May 27, 2021, Markus Schefer gave testimony on the implementation of the CRPD and the ratification of the Optional Protocol in the Joint Committee on Disability of the Irish Parliament. More information by Joint Committee on Disability Matters

The Experience with De-Institutionalization in Europe

On May 25, 2021, Markus Schefer chaired the CRPD Committee's hearings with OPDs in Europe about their assessment of the need and the measures to be taken for effective de-institutionalization. The results of these hearings will be used to draft guidelines on de-institutionalization.

Remarks on the European Strategy on the Rights of Persons with Disabilities 2021 - 2030

On April 19 and 20, 2021, the Portuguese Ministry of Labor, Solidarity and Social Security held a high-level Videoconference on the European Strategy on the Rights of Persons with Disabilities 2021 - 2030. Political representatives, European and International institutions, organizations of persons with disabilities, social partners, civil society, persons with disabilities and other important players were invited to reflect on the path to be taken. Markus Schefer contributed final remarks on the Strategy, launched by the European Commission on March 3, 2021. The CRPD as a Legal Instrument

Markus Schefer briefly explains what it means that the CRPD is an international law treaty.

Presentation on Article 13 CRPD - Access to Justice

On October 21, 2020, Markus Schefer presented a concept of the right of access to justice as guaranteed by article 13 CRPD. Central to this concept is the close interaction between the CRPD and the procedural rights as guaranteed by other international human rights treaties, such as the U.N. Coventant on Civil and Political Rights and the European Convention on Human Rights.
